■ Han Seung-soo Will Briskly Engage in Energy Diplomacy (한 총리 왕성한 자원 외교 펼칠 것으로 예상)
President-elect Lee Myung-bak Monday named Han Seung-soo as the first prime minister of his incoming government. Han is set to take office after undergoing confirmation hearings at the National Assembly. Many candidates were reckoned for the premier post ― some rejected offers while others were weeded out in the screening process.
이명박 대통령 당선인은 월요일 한승수씨를 차기 정부 초대 국무총리로 지명했다. 한씨는 국회에서 청문회를 통과한 후 취임하게 돼 있다. 많은 후보들이 총리직에 거론되었다. 일부는 제안을 거절하고 그 밖의 후보들은 심의과정에서 걸러졌다.
Upon naming Han, Lee said he has been regarded as the most appropriate figure for the post with his conspicuous experiences in officialdom and the international community. He expressed much expectation from Han for his possible role in “energy diplomacy” by making the most of his career on the global stage. He cited Han’s serving as ambassador to the United States, foreign minister, finance and economy minister, and chairman of the United Nations General Assembly. “Now he is acting as U.N. special envoy for climate change issues,” Lee said.
한씨를 총리로 지명하면서 이 당선인은 공직과 국제사회에서 현격한 경험을 가진 적격의 인물이라고 말했다. 이 당선인은 국제무대에서 자신의 경력을 최대한 살려 ‘자원외교’를 펼칠 한씨로부터 많은 기대를 걸고 있다고 밝혔다. 그는 한씨가 유엔대사, 외무장관, 재정경제부장관, 그리고 유엔총회 의장으로 활동한 것을 열거했다. “현재 기후변화 문제유엔특사로 활동하고있다”고 했다.
As Lee put it, we regard Han as highly appropriate for deploying diplomacy for the nation to explore much-needed channels for natural resources such as crude oil and natural gas, in particular. The next government needs to learn a lesson from the case of China, which has been carrying out energy diplomacy with close cooperation between Chinese President Hu Jintao and Prime Minister Wen Jiabao. Han’s role is all the more important in view of the ever-growing importance of securing stable energy supply channels. We expect Han to dedicate himself toward that end by fully mobilizing his capability and experience.
이 당선인이 말했듯이 우리는 한씨가 국가를 위해 특히 원유와 천연가스 등 천연자원 확보를 위한 채널 발굴을 위해 외교를 펼치는데 최적임자로 알고 있다. 차기정부는 후진타오 중국 주석과 원자바오 총리 간의 긴밀한 협력을 통해 에너지 외교를 펼친 중국에서 교훈을 얻을 필요가 있다. 한 지명자의 역할은 에너지 공급선의 안정적인 확보라는 관점에서 볼 때 더 더욱 중요하다. 우리는 한 지명자가 자신의 능력과 경험을 총 동원해서 이 같은 목적을 달성하기 위해 헌신하기를 기대한다.
With his career as three-term lawmaker, Han is also expected to exercise his ability in dealing with the National Assembly and leading the Cabinet members while properly coordinating different interests among ministries. one of Han’s major flaws is that he served as a member of the emergency committee of the former dictatorial President Chun Doo-hwan in 1980. Another weak point of the premier-designate is that he has been pursuing high posts in different governments with shifts of party affiliation.
국회의원 3선의 경험이 있는 한씨는 또한 부처간의 상이한 이해관계를 적절하게 조정하는 한편 국회와 타협하며 내각을 이끌어나갈 것으로 기대한다. 그의 결점 중 하나는 1980년대 전 독재자 전두환 대통령의 국가보위비상대책위원회에서 활동했다는 것이다. 총리 지명인으로 또 하나의 흠은 정당을 옮겨 다니며 정권이 바뀔 때마다 고위직을 쫓아다녔다는 것이다.
However, Lee selected Han as the premier as he seems to believe he matches well his pursuit of pragmatic state administration, regardless of past misdeeds. 그러나 이 당선인은 과거의 잘못에도 불구하고 실용적인 국가 행정을 위해 한씨가 총리로 잘 어울린다고 믿는 것 같아 선택했다.
Besides diplomacy, Han is also advised to exert utmost efforts to help the nation cope with the growing difficulties in the wake of the subprime mortgage crisis in the United States. Han himself foresaw the economy would face hardship due to possible turmoil in the international financial market. He also vowed to “deploy energy diplomacy in every nook and cranny of the world, as a means to help the nation get over hardship.” We expect Han to inject fresh air into the new government with his capability to integrate people and push ahead with pragmatic diplomacy.
외교 이외에도 한 총리 지명인은 또한 미국의 서브프라임 모기지론 사태 이 후 점점 많아지는 어려움을 극복하는데 최선을 다할 것을 충고했다. 한 지명인은 세계금융시장의 혼란으로 경제가 어려움에 직면할 것으로 예견했다. 그는 또한 “국가의 어려움을 극복하기 위해 세계 도처에서 에너지 외교를 펼칠 것”을 다짐했다. 우리는 한씨가 자신의 능력을 가지고 국민을 통합하고 실용적 외교를 추진함으로써 신 정부에 신선한 공기를 불어넣어줄 것으로 기대한다.
