The presidential transition committee was reported to be gearing up to revise the special law on promotion of Saemangeum reclamation (a.k.a. Special Saemangeum Act) in the first half of this year for effective development of the Saemangeum regions, which have been reoriented to transform into an “economic town.”

An official of the transition committee’s Task Force for the Saemangeum Reclamation Project conveyed on January 31, “As the Saemangeum land utilization plan has been changed from its focus on farming to industrial purposes, new laws and systems fit for the change are in need. We are mulling over revision of the special law on promotion of Saemangeum reclamation in the first half of the year.”

In the reform bill promoted by the transition team, unification of separated departments in charge of the Saemangeum reclamation project currently at the Ministry of Agriculture & Forestry and the Ministry of Finance & Economy and designation of the entire Saemangeum region as a free economic zone are likely to be included.

The transition committee recently decided to lower the ratio of new farmland as a result of Saemangeum reclamation from 70 percent to 30 percent while raising the ratio of lands for industrial, leisure and environmental purposes up to 70 percent. Accordingly, the plan of establishing a new port, distribution centers and leisure complexes in the Saemangeum region is now underway by the TF for Saemangeum Reclamation Project.

The official of Task Force for the Saemangeum Reclamation Project said, “Details of the Saemangeum land utilization plan have not been arranged yet. They will be discussed and made public after the new government inaugurates.”
