“Special Promotion on Saemangeum Project Development Act” -- also known as Special Saemangeum Act -- which had been passed in the National Assembly at the end of November last year is to be nullified and be completely revised.

Team leader Kang Hyun-wook of presidential transition committee’s Take Force for Saemangeum Reclamation Project disclosed in an interview with Maeil Business Newspaper on January 20, “Development course for Saemangeum was switched from focusing on farming to industrial and economic pursuits. To resolve such problems in development subjects, a new law will be prepared and promoted.”

Kang continued, “According to Special Saemangeum Act, the project is managed by the Ministry of Agriculture & Forestry (MAF) while 10 percent of the 290 million ㎡ Saemangeum land is set aside as a free economic zone, overlooked by the Ministry of Finance and Economy, making structural development difficult. As a result, there is a need to unify.”

Under the current Special Saemangeum Act, a “Saemangeum Project Management” is installed under the affiliation of the MAF Minister, setting and executing development plans for Saemangeum. Meanwhile, “Saemangeum Committee” is placed under the Office of the Prime Minister so that opinions from each government ministry -- MAF, Ministry Construction and Transportation and Ministry of Maritime Affairs & Fisheries -- may be compromised.

Consequently, it is highly likely that the entire Saemangeum region will be designated as a free economic zone, expanding the previous free economic zone development plan, by binding Gunsan and Saemangeum regions together. Moreover, as under the new government the Office of the Prime Minister’s role changes, operations to readjust opinions could also be handled directly by President.

Meanwhile, Kang also revealed the development order for the Saemangeum project - ports, tourism and industries.
